CLOTHING AND TEXTILES ADVISORY BOARD
The Texas 4-H Clothing and Textiles Advisory Board offers 4-H members, volunteer leaders and county Extension agents an opportunity to help determine and expand the 4-H clothing program by recommending and implementing special activities and new project ideas.

ADVISORY BOARD GOALS
- strengthen the 4-H clothing program through suggestions for program direction;
- provide activities for the 4-H clothing program that interest a variety of youth; and
- encourage 4-H’ers, volunteer leaders, and county Extension agents to become more involved in planning and developing project materials and activities.
ADVISORY BOARD ORGANIZATION AND RESPONSIBLITIES
The Advisory Board (adult and teen members) may set up task forces to carry out studies, to develop materials, or to plan and conduct activities.
The board, standing committees, and task forces work within Extension and 4-H guidelines and policies. Proposals, recommendations, activities, and materials will be designed to further the goals and objectives of the 4-H clothing program.

PROPOSALS FOR NEW OR REVISED ACTIVITIES NEED TO INCLUDE:
- objectives of the activity or materials
- how it enhances the overall program
- how 4-H members will benefit
- resources (human and material) needed
- time table for implementation
- program management plan
- budget for the activity
- possible sources of funding, including names of contacts if outside funding is needed
- anticipated difficulties with planning or implementation
- projected impact on the total clothing program
The Advisory Board reviews recommendations and proposals from committees and task forces before they are implemented. Recommendations and proposals are subject to approval by the Extension Service administrative staff.

MEMBERSHIP
A senior 4-H member must have passed their 14th birthday but not their 19th birthday on August 31, 2007 to be eligible, adult volunteer leaders, and Extension agents may apply to become members of the Advisory Board. Applications from 4-H members and volunteer leaders must be supported by letters of recommendation from the county Extension agent responsible for 4-H clothing projects in their county. An application from an agent must be supported by a letter of recommendation from the district Extension administrator. Letters of recommendation may be sent directly to the application contact person listed on the application. Application forms are available from the county Extension office and the Texas 4-H and Youth Development Web site. Applications will be accepted twice a year; in June and in December. Applications will be reviewed by the Application Review committee during either the June or January Advisory Board meeting. The next application deadline is June 5, 2008.
Membership terms are two years (June application deadline membership runs January 1-December 31; December application deadline membership runs June 1 – May 3) and maybe extended by request of the member. Membership on the Program Development Committee is open to senior 4-H members, adult volunteer leaders, and county Extension agents. Membership on Teen Board is open to senior 4-H members only. Teen board consists of a maximum of 48 members (4 from each District), are selected to represent all districts, interests, experience, and leadership in the 4-H clothing program. Members are expected to attend a minimum of three of the four regularly scheduled meetings during their two year term. If a member cannot attend, he/she must contact the Board’s advisor, Angela McCorkle, prior to the meeting. An unexcused absence will result in removal from the board, no exceptions.

STANDING COMMITTEE RESPONSIBILITIES
Program Development Committee will review current curriculum materials, competitive events, and special activities and recommend changes or deletions. The committee may propose new events that will enhance the 4-H clothing program. The committee may recommend, design, develop, and evaluate clothing project materials, including educational aids and literature, and will identify sources of reliable, useful information for the 4-H clothing and textiles program. The committee may develop and conduct regional or state workshops for volunteer adult leaders and teen leaders.
Teen Board suggests educational experiences and activities of current interest to youth, recommends ideas for future 4-H clothing projects, encourages participation in clothing projects, assists with teen leader training and district activities, interprets the goals and activities of 4-H clothing projects to others, and gives leadership to teen teaching in clothing projects. The Teen Board will work with county Extension agents and specialists to plan activities such as non-competitive fashion shows, clothing camps, clinics, tours to learn about careers and new developments in clothing, textiles, and merchandising.

COMMITTEE OFFICERS
The officers of committees are selected by the committees and approved by the full Program Development Committee. Any member of a standing committee is eligible to be an officer after one year of membership and serves for one year.
The committee chairman works with the committee advisor to prepare agendas for meetings, to conduct committee meetings, and to see that written reports of meetings are prepared and presented to the Advisory Board.
The vice-chairman works closely with the chairman to see that projects the committee undertakes are completed. If the chairman is absent, the vice-chairman assumes the responsibilities of the chairman. The vice-chairman progresses to the office of chairman after one year as vice-chairman.
The secretary takes minutes of the meetings and prepares reports for the Advisory Board. The secretary also assists with public relations for the board.
Three Teen Board representatives meet with the Program Development Committee to act as liaisons between the committees.

PROCEDURES FOR APPLYING FOR THE TEAM AND TEAM APPLICATION
Extension specialists serve as advisors to the committees. The Advisory Board will meet at least twice each year. One meeting will be held in January at the 4-H Center and one in June during 4-H Roundup in College Station. Other meetings may be scheduled at the request of the Board and, when possible, will coincide with other 4-H events. Advisory Board members are responsible for their own travel expenses.
All funds obtained as gifts from donors, sale of goods, and registration fees will be deposited in a special 4-H clothing account managed by the Texas 4-H Foundation and will be used by the clothing specialists to enhance the 4-H clothing program.
